The United Kingdom and the United States have established a important commercial pact that will guarantee no levies on British medicine shipments entering the US market.

The Terms of the Pact

As part of the deal, the UK has committed to increase spending on medicines through the public health system. This commitment secures that import taxes on these key exports will remain at nothing for a timeframe of three years.

This deal is in response to recent threats to hike duties on branded drug imports, with increases floated as high as double the cost.

"This arrangement between the United Kingdom reinforces the global environment for cutting-edge drugs and brings long-overdue balance to U.S.–U.K. medicine commerce," an announcement said.

Trade Importance

Pharmaceuticals represent one of the the United Kingdom's most significant export categories to the US, which is by far the largest buyer for leading companies like GSK and AstraZeneca.

Export figures reveal that in the year leading up to September, the UK sold medicines totaling £11.1bn to the US. This amount made up 17.4% of total UK exports in that span.

"This agreement secures work, stimulates funding and paves the way for the UK to establish itself as a global hub for medical research," the Business and Trade Secretary commented.

Specific NHS Changes

The pact includes several key changes from the United Kingdom:

  • Revised Affordability Limit: The UK will lift the affordability limit at which it considers new treatments to be too expensive by a quarter.
  • Increased NHS Spending: There is a goal to double overall health service expenditure on drugs from 0.3% of Gross Domestic Product to 0.6% over the next decade.
  • Payback Limit: The sum manufacturers must return to the NHS to stay within budget will be capped at fifteen percent. In the past, repayments exceeded 20%.

Recent Tensions

The deal takes place against a long-running row between the drug companies and the British authorities over medicine costs and NHS adoption.

This friction were intensified by claims that US consumers were charged significantly more for the same drugs than consumers in the UK and Europe.

Over the last 18 months, several major drug company projects in the UK have been paused or scrapped, while substantial funding commitments have been directed toward projects in the United States.

One official acknowledged that the NHS must spend more on drugs, noting that its budget allocation on drugs had declined as a proportion of its resources over the previous ten-year period.
